This incident caused the temporary closure of the CTA tunnel and the T3 car park.

An additional two individuals are now in custody in connection with a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to police.

A man, 24, was arrested in the Lambeth area on suspicion of robbery and assault and a 23-year-old woman was detained on suspicion of conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the attack, a pair of female travelers had stolen from them their suitcases after getting out of a parking garage elevator.

A toddler aged three was among the those hurt in the event. A total of five individuals went to hospital for medical care and have since been released.

Officers detained a 31-year-old man on suspicion of robbery and assault close to the location. He has since been released pending further inquiries while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT following reports of a number of individuals hurt by a noxious substance thought to be an irritant spray.

The attack - an event that authorities stated was isolated and not being treated as an act of terror - caused train delays and the partial closure of the main airport tunnel and the T3 car park briefly.
